Infill Tactics

Eliminate any code barriers to constructing (infilling) new buildings on off-street parking lots. Incentivize infilling housing, offices and retail on existing surface parking lots, industrial areas, and other unused or underused properties by, for example, exempting the property from floor-area-ratio (FAR) or density limits, and parking requirements.

Reforming car parking is a powerful way to improve housing affordability in Boulder, and substantially increases the feasibility of retaining and promoting the infilling of smaller retail shops (the high cost of parking inhibits small retailers significantly).
